Add new element on header and footer

Hi guys.

I’m loking to add a functionality to our page and to this I need add an element on the header-group-action and on the footer bar. This new icon can be addes with a hook on the functions.php file?

On this theme, we use Header and footer builder by Elemetor template, please go to Templates -> Theme Builder -> Select Header and Footer Edit with ELementor and edit: https://prnt.sc/12wu31k
