Product Categories Element Link Change

Hello,
I really like the “product categories” element that has the hover over splash animation or whatever it is, please see this screenshot

but I want to change the link for it, is that possible? Or is there a way to recreate the element with the hover over animation yellow splashes so I can link it somewhere else? I want it to go to an anchor link on my menu page, so the user can still scroll and see other menu categories, instead of just that product category, if that makes sense.
