It is custom work. You have to edit code PHP. Search function : poco_handheld_footer_bar in the woocommerce-template-functions.php file.
You can edit code in file : wp-content\themes\poco\inc\woocommerce\woocommerce-template-functions.php

Go to Pages » Add New page and create a page titled. Go ahead and publish the blank page. Then add content with Elementor

After creating the pages, you need to visit Settings » Reading page in your WordPress admin. From here select ‘A static page’ option under ‘Your homepage displays’ section.
