How to modify the order of tours

On the homepage in the Popular Tours section how can I put the tours in the following order:

1) best of rome
2) skip the line colosseum for kids
3) exclusive small group venice
4) skip the line michelangelo david.

In the Tours page, can I add “cities” to the filter in addition to (title – price – rating – etc)?

How can I set the rating on tours?
