Local pickup is hidden when there is free shipping

Hello, I still have the same problem. When I have free shipping, “local collection” is hidden, I need both options to remain, it is configured for that but it does not happen.

Clarification:
Depending on the area, free shipping is from another value. For example if you buy 100 pesos you get “Shipping” and “Local collection”, now if I buy 5000 pesos I have “Free shipping” and local collection disappears. Try it this way since depending on the zip code, free shipping appears in another value, since from 5000 it is free almost everywhere.
